I tried to create this map as close to the original as possible. However, the tower is not accessible. Due to space limitations a spiral stair was not possible without changing the shape of the famous church location and ladders are not supported in SWAT 4. Some people suggested teleporters or elevators, but this is not an acceptable solution in my opinion.
